Legacy contracts-spec exports preserve identity.\n## Delivery policy contracts\n\nThe `delivery/authority`, `delivery/project-profile`, `delivery/autonomy-context`\nand `delivery/scoped-autonomy` entries own tenant ownership bindings, project\nplacement profiles and bounded autonomy policy contracts. Historical ContractSpec\ndelivery imports forward to these exact definitions.\n\n`resolveDeliveryAutonomyV2` computes a restrictive policy explanation from supplied\npolicies and an explicit clock; its result always has `authorizesExecution: false`.\nIt neither authenticates context nor grants authority. Hosts still obtain current\nConnect authorization and runtime qualification before effects.
