Historical paths forward\nto the same class and functions; this ownership change grants no authority.\n\n## Policy, rich-reference runtime, idempotency and prompt registry\n\n- `./policy` and `./policy/<leaf>` (`context`, `engine`, `guards`, `opa-adapter`,\n  `registry`, `requirements`, `spec`, `validation`) own `PolicyEngine`,\n  `PolicyRegistry`, policy context/guards, the OPA adapter and policy\n  validation.\n- `./policy` also exports the condition grammar: `compilePolicyExpression`,\n  `evaluatePolicyExpression`, `PolicyExpressionError`, `POLICY_CONDITION_ROOTS`\n  and `POLICY_EXPRESSION_LIMITS`. Conditions are parsed and interpreted, never\n  run with `eval` or `new Function`.
