concrete\nimplementation from the `./impls/*` subpaths. The Twilio SDK is a runtime\ndependency because the exported `TwilioSmsProvider` constructs the official\nclient when no injected test client is supplied.\n\nProvider credentials remain host-owned. Production callers should resolve an\nopaque secret reference, construct the provider inside the authorized runtime,\nand avoid placing account SIDs, auth tokens, or message bodies in evidence.\n\nProvider acceptance is not proof of delivery.
