Governed mutations are\nrestricted to the exported operation allowlist and include repository,\nenvironment, protection, workflow, release, check, and pull-request automation.\nBefore any provider effect, every execution is durably reserved and its effect\nattempt is persisted. The store atomically reserves scoped idempotency,\ncompare-and-swaps resource fences, preserves indeterminate outcomes, and\ncompletes the receipt plus its externally signed trust record. Successful\ncompletion is read back and independently verified. This supports restart and\nmulti-instance safety without process-local coordination.\n\nThe adapter owns deadlines and abort signals. Discovery follows provider\ncursors until a terminal page, bounds pages and records, and rejects snapshots\nmissing explicit completion evidence for any declared v0 family, including\nfamilies with zero resources. The actual\nnpm tarball is installed into a clean consumer and imports all three public\nsubpaths under Node and Bun. Offline conformance is not a live GitHub\nqualification claim.\n\nThe `./runtime-node` export directly implements `ProviderLifecyclePortV1` over\nclosed, secret-free, digest-bound V2 commands.
