CommunicationOS Discord channel integration

Observe-only Discord Gateway integration for multi-guild community intelligence. It captures an explicit event set, applies guild and channel policy before normalization, and reports sequence gaps and coverage degradation. It never sends messages or performs moderation actions.

The runtime can consume an asynchronous per-guild policy authority. It refreshes source status, installation health, channel rules, and policy version immediately before raw persistence. Coverage counters are reported per guild, and backfill, persistence, publication, and coverage failures use content-free phase/code records.

The worker requires Node.js 24, one bot token per trust zone, and read-only Discord permissions (ViewChannel, ReadMessageHistory, ViewAuditLog). Message content is a privileged intent and must be enabled for content analysis.

Default history backfill is 30 days (configurable from 0 through 90 days). Audit-log reconciliation is capped at Discord's 45-day availability window.
